As part of the “Cross-Border Citizens’ Network for Peace, Inter-Communal Reconciliation and Human Security“ project implementation in Serbia, consultations were conducted with various decision makers as well as security stakeholders from civil society and local government. Based on the obtained findings, the key security threats to Serbian citizens were mapped despite them often being ‘hidden’ and ’normalized.’ This document contains precise descriptions of the identified insecurity-based areas as well as recommendations for using the human security concept as a way of combating threats. Therefore, it’s necessary to:
• Promote the human security concept as part of the public debate
• Deepen understanding of deprivation’s various aspects and its consequences on people’s safety
• Establish structured cooperation between different actors in order to combat threats
• Encourage dialogue on human security issues
• Secure policies reform.
