The Project “Support to social Inclusion in Serbia” managed by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a merger of two previous projects: “Social services for vulnerable groups” (SVG) and “Inclusion of Roma and other marginalized groups in Serbia” (InR).
The Project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), partly financed through the “Migration as a Chance” initiative. ”SIP“ aims to work with local self-government units (LSGs) at different levels of economic and institutional development, facilitating the exchange of best practices and service provisions among LSGs.
The objective of this assignment is to conduct analysis of structures, mechanisms, exchange and cooperation models between LSGs, the private sector and Civil Society Organizations (CSOs), processes, capacities and needs (including training needs) of 20 partner LSGs especially focusing on four project relevant fields – social services, employment promotion, antidiscrimination and policies on social and economic inclusion of disadvantaged groups using the gender responsive/transformative approach.
In addition, Secons had to process/elaborate collected data and provide recommendations for sustainable Capacity development measures, including training measures, for 20 partner LSGs for local and national level of intervention (Novi Pazar, Pirot, Raška, Prijepolje, Bač, Požarevac, Vršac, Kanjiža, Kula, Valjevo, Kikinda, Vlasotince, Lebane, Leskovac, Arilje, Niš, Užice, Kruševac, Šabac and Šid).
