From 2019 to 2023, the Human Dimension Program addressed key challenges in human rights, democracy, law enforcement, good governance, and tolerance in the country. Its main goal was to support the development of democratic institutions, ensure the protection of human rights, and advocate for tolerance and inclusivity, with a special emphasis on gender integration and youth participation.
The overall objective of this evaluation was to conduct an exhaustive assessment of the OSCE Mission to Skopje Human Dimension Program (HDP) for the period from 2019 to 2023. The focus was on evaluating its impact, effectiveness, and sustainability, while providing key lessons learned and recommendations for future informed decision-making. The ultimate goal was to leverage these insights to shape future programming, augmenting the impact of similar initiatives going forward.
The evaluation examined the HDP’s interventions, activities, and outputs. This assessment encompassed the entire five-year duration of the Program and extended across North Macedonia, ensuring a complete and thorough review.
