The analysis of self-employment programs aimed at unemployed women is carried out as part of the project “Ending Violence – Achieving Equality”, which has been jointly implemented since 2024 by four UN agencies in Serbia: UN Women, UNDP, UNFPA, and UNICEF, in partnership with the Government of the Republic of Serbia and with the support of the Government of Sweden. The project contributes to creating a society in which gender-based discrimination and violence are intolerable, women’s rights are protected, and both women and men participate and contribute equally in all domains of life. The project also aims to economically empower women, particularly those who reside in rural regions or belong to marginalized social groups, and to promote female entrepreneurship, among other objectives.
The analysis of the self-employment program is included in this suite of actions designed to promote the economic empowerment of women. The focus is on self-employment measures implemented by the National Employment Service and selected local government units that implement measures to encourage women’s self-employment in their local communities. The analysis is conducted by SeConS – Development Initiative Group, with support from UN Women, for the needs of the Ministry of Labour, Employment, Veteran and Social Affairs.
The aim of the analysis is to examine the characteristics of female and male beneficiaries of self-employment measures, assess their effectiveness, and gain insights into user satisfaction with these measures.
